Rodriguez de Bittner, PharmD, FAPhA, is the Gyi Endowed Professor in Pharmapreneurship, Associate Dean for Clinical Services and Practice Transformation and Executive Director of the Center for Innovative Pharmacy Solutions at University of Maryland School of Pharmacy.
A graduate from the University of Puerto Rico (BS in Pharmacy), the University of Maryland (PharmD) and University of Maryland Baltimore (Master in Science in Health and Social Innovation).
She served in the APhA Board of Trustees (2018-2023) and is past President of the Maryland Pharmacists Association and the American Pharmacists Foundation. Past Chair and member of the ACPE International Commission, Chair of the Pharmacy Academy of the National Academy of Practice and Community Pharmacy Residency Director and Preceptor.
She has implemented many innovative advanced pharmacy programs including the Maryland P3 Program, the eHeath Center at the University of Maryland School of Pharmacy, and pharmacy services within value-based models in the Primary Care and Integrated Primary Care Network (QCN) in and the Maryland Primary Care Program a CMMI Innovation model.
Some honors and awards include the Maryland Daily Record Maryland 100 Women in 2024, APhA Next 10 Women in Pharmacy in 2022, the 2019 NAP Creativity in Practice and Education Award, 2015 APhA Foundation Individual Pinnacle Award, 2014 Maryland Innovator of the Year, 2013 UMB Entrepreneur of the Year, 2013 APhA Daniel B. Smith Award, 2007 APhA Community Pharmacy Residency Excellence in Precepting Award and 2005 Bowl of Hygeia. She has many national and international publications and presentations.

Brandi Hamilton, PharmD, MS, BCPS, FAPhA is the Director of Pharmacy at California Rehabilitation Institute, an acute physical medicine and rehabilitation hospital in Los Angeles, CA. Brandi began her pharmacy career over 20 years ago as a pharmacy technician. She received her Doctor of Pharmacy degree from the University of Arkansas for Medical Sciences College of Pharmacy and her Master of Science in Pharmacy Leadership and Administration from the University of Houston College of Pharmacy. She completed a PGY1/PGY2 Health-System Pharmacy Administration residency at CHI St. Luke’s Health – Baylor St. Luke’s Medical Center in Houston, TX. Brandi has held, and continues to hold, numerous leadership roles within multiple pharmacy organizations. As a student she served as American Pharmacists Association Academy of Student Pharmacists (APhA-ASP) National President and APhA Trustee. As a practitioner she continues to be actively engaged in a variety of organizations. She most recently served on the California Pharmacists Association (CPhA) Elections Committee, the Pharmacy Today Editorial Advisory Board, as Speaker of the APhA House of Delegates, and as Trustee on the APhA Board of Trustees. She now serves as Chair of the APhA Joint Policy Standing Committee. Brandi enjoys helping others reach their potential, working with colleagues to optimize their strengths and promoting their development as pharmacy professionals. Her top five strengths are communication, strategic, activator, woo, and ideation.

Randy McDonough

Dr. Randy McDonough is Co-owner/CEO of Towncrest, Solon Towncrest, Towncrest LTC, Towncrest Wellness Apothecary, Bennett Pharmacy, and Cornerstone Apothecary Pharmacies. He is also co-founder/co-owner of Innovative Pharmacy Solutions and Professor of Pharmacy Management and Innovation at Loma Linda University School of Pharmacy. He is responsible for development, implementation, and quality assurance for all aspects of the clinic and services. He is board certified in geriatrics and as a pharmacotherapy specialist. His areas of interest include community-based outcomes research, student development, residency training, geriatrics, new business models for service delivery, and developing and implementing patient care services. Dr. McDonough has published and presented extensively about pharmaceutical care, MTM, and implementing patient care services in the community pharmacy setting. He is recognized for his efforts in developing and implementing new pharmacy business models. He has co-authored a book on pharmaceutical care and has written chapters for several other texts. He has presented nationally and internationally on pharmaceutical care, MTM services and Performance Measures in the community pharmacy setting. Dr. McDonough is a member of the American Pharmacists Association, National Community Pharmacists Association, American Society of Consultant Pharmacists, American Society of Health-Systems Pharmacists, American College of Clinical Pharmacy, and the Iowa Pharmacists Association. He served in various roles in these organizations. He is recognized nationally for his work and he received the APhA Daniel B. Smith Award, NCPA Independent Pharmacist of the Year, IPA Innovative Pharmacist of the Year, and Parata’s Lifetime Achievement, Entrepreneurial, and Patient Care Pharmacist of the Year Awards.

Sean Jeffery, PharmD, BCGP, FASCP, AGSF, is Director of Pharmacy Services at Integrated Care Partners, a physician-led, clinically integrated network responsible for Hartford Healthcare’s value-based practice transformation. His career has focused on implementing innovative patient care services that promote the value of pharmacists in care coordination. Dr. Jeffery is responsible for managing Medicare Part D Star pharmacy quality measures, population health management, and supporting an integrated care-management team and employed medical group. He is also a Professor of Pharmacy Practice at the University of Connecticut School of Pharmacy. Previously, Dr. Jeffery was a consultant pharmacist at the VA Connecticut Healthcare System where he served as a PGY2 Geriatrics Residency Program Director. Dr. Jeffery has served on the APhA Policy Committee (‘16), chaired the Polypharmacy Special Interest Group (SIG) for the American Geriatrics Society, chaired the American Association of Colleges of Pharmacy Geriatrics SIG, and served as President and Chairman of the Board of Directors for the American Society of Consultant Pharmacists. He was recognized as a Fellow of the American Geriatrics Society (2016), an Ohio State University Distinguished Alumni (2013). Dr. Jeffery earned his bachelor of science from the University of Connecticut and PharmD from the Ohio State University. He currently serves as Treasurer of the American Pharmacists Association.

Michael Hogue

Michael D. Hogue, PharmD, FAPhA, FNAP, FFIP. Michael D. Hogue is the 15th Executive Vice President and Chief Executive Officer of the American Pharmacists Association (APhA). Hogue is a native of southern Illinois where he got his start in pharmacy at Humma’s Drugs in Metropolis as a pharmacy technician. He is a graduate of Samford University with his BS in Pharmacy and PharmD degrees. He completed a one-year executive residency in association management with APhA and the National Council for State Pharmacy Association Executives (NCSPAE; now NASPA). Hogue has more than 25 years of experience in community practice as both a pharmacy owner and a staff pharmacist, as well as an ambulatory care provider in family and preventive medicine. He is an accomplished academician, having served on the faculty at Samford University and Loma Linda University. Prior to becoming CEO of APhA in 2023, Hogue was the Dean of Pharmacy at Loma Linda University with faculty appointments in both the schools of pharmacy and medicine. In addition, he was the Director of Interprofessional Education and Practice and was responsible for launching a comprehensive pharmacotherapy clinic in collaboration with Loma Linda University Health’s Faculty Medical Group practice. Hogue served on the original staff development team for APhA’s Pharmacy-Based Immunization Delivery national certificate program for pharmacists and pharmacy technicians, which has now trained over 500,000 pharmacy professionals in the United States. His work in collaboration with state pharmacy associations over many years has resulted in all 50 states authorizing pharmacists to administer vaccines. Hogue was the first pharmacist appointed by CDC to serve on its COVID-19 vaccine workgroup in April 2020, and he served as APhA’s liaison representative to ACIP from 2020 through 2023. He also served on the Adult RSV Vaccine Workgroup for ACIP. He is married to pharmacist Heather Hogue, PharmD, a faculty member in physician assistant studies at California Baptist University. Michael and Heather are parents to two adult daughters who are both in the health care industry.

Dr. Mary Klein is an Associate Professor of Pharmacy Practice and Director of Clinical Correlations, Practice Labs, and Simulation at the Texas Tech University Health Sciences Center Jerry H. Hodge School of Pharmacy, on the Abilene campus. She received her Pharm.D. from TTUHSC in 2007, and completed a community-based ambulatory care residency through Scott and White Hospital and Clinics and the University of Texas at Austin in 2008. Dr. Klein joined the faculty at TTUHSC in 2008. She teaches in the Immunization Certification Lab, Patient Assessment Lab, and the Pharmacy Leadership, Ethics, and Law course. Dr. Klein also practices in primary care on an interprofessional team at Abilene Community Health Center, a federally qualified health center. She is passionate about providing patients with high quality care, and students the opportunity to learn to be high quality pharmacists. Dr. Klein served as President of the Texas Pharmacy Association in 2017-2018, on the TPA Board of Directors in various roles for twelve years, and as their Speaker of the House of Delegates in 2010. She has been a member of APhA since 2003, has served as a delegate in the House since 2009, has served on every standing committee of the APhA House, and is thrilled by the opportunity to serve as it’s speaker beginning in 2025. Outside of pharmacy, Dr. Klein enjoys craft projects, running, all things Disney, and spending time working on her family’s ranch.

Matthew M. Lacroix, Pharm.D., MS, BCPS, FAPhA is Director of Accreditation and Assessment at the University of Rhode Island College of Pharmacy. A pharmacist- educator with two decades of national service, Dr. Lacroix has built a career at the intersection of practice, education, policy, and organizational governance.
Dr. Lacroix has been an active member of the American Pharmacists Association for over 20 years and currently serves as Chair of the 2025–2026 APhA House of Delegates Policy Committee and Policy Reference Committee. He previously chaired the House New Business Committee and has served on the Rules and Policy Review Committees. He also serves as Chair of the APhA Academia Community.
Recognized for sustained leadership, Dr. Lacroix is a Fellow of the American Pharmacists Association and a 2025 recipient of the Rhode Island Bowl of Hygeia. He has worked extensively with the American Association of Colleges of Pharmacy in leadership roles focused on advancing advocacy education for student pharmacists and pharmacy educators, and has mentored student pharmacists through local APhA-ASP chapters and Kappa Psi Pharmaceutical Fraternity.
Dr. Lacroix believes the APhA House of Delegates can shape the profession and improve patient care through policy. He values the House as an inclusive forum where diverse perspectives are elevated and debated with respect. As Speaker, he is committed to ensuring House-adopted policies are clearly communicated, faithfully represented, and actively advanced within the Board of Trustees through principled, collaborative leadership.

CDR Neelam “Nelly” Gazarian

CDR Neelam “Nelly” Gazarian


APhA Trustee-at-Large, 2025-2028 (first term)

CDR Nelly Gazarian, PharmD, MS serves as a Senior Advisor at the HHS Office of the Assistant Secretary for Health (OASH) in the Office of Infectious Disease and HIV/AIDS Policy. She is an active duty officer with the US Public Health Service (USPHS) Commissioned Corps and serves as a pharmacist who spearheaded development of programs aimed at establishing public health strategies to mitigate the crisis of viral hepatitis, STIs, and HIV epidemics within the rural and tribal communities across the United States. She is a pharmacist by training and is certified by the American Academy of HIV Medicine as a HIV Pharmacist. She provides steadfast leadership and support on a range of programs, policies and activities in response to the syndemic of HIV, mpox, and sexually transmitted infections.

Sean Kawa

APhA Student Pharmacist Trustee, 2026-2027

Sean Kawa proudly serves within the position of APhA-ASP National President representing this nation’s body of student pharmacists. He is a native of Buffalo, New York and remained there to complete his pharmacy education with the University at Buffalo School of Pharmacy and Pharmaceutical Sciences. It was there that he recognized and sought to strengthen an intense interest in influencing his peers and incoming student pharmacists, taking a direct role in developing the profession and defending the value pharmacists provide. As he approaches graduation, he has developed a clear resonance with direct community involvement, mainly in care for the underserved and within the public health domain. Beyond his professional sphere, he is a passionate lover of history and it is always assured that he will be sharing facts with whoever will listen. When the blizzards arrive each winter, there’s a fair chance you can find him on our ski slopes or off reading a book; And when summer returns Sean finds any opportunity to travel or care for his garden back at home. Personally, and professionally, creating meaningful connection with others brings Sean the greatest joy and working to connect together this profession will be always be his greatest honor.

Jeffrey J. Neigh, PharmD, MBA, MHA, BCPS is a highly adaptable executive pharmacy leader with more than 22 years of experience in the military guiding global pharmacy organizations and driving access to critical treatments for patients. He is regarded as a trusted leader and clinical partner with the ability to build strong relationships and quickly establish rapport with medical leaders through evidence-based,scientific communication. Jeff cultivates internal cultures built on continuous improvement,accountability, and trust to deliver significant results while enhancing the lives of patients. Jeff’s career has spanned multiple practice areas to include ambulatory care, inpatient, oncology, clinical pharmacist roles in internal medicine, critical care, emergency medicine and nephrology as well as numerous years of administration experience. Jeff’s passion for APhA began during his time as a student pharmacist, through APhA Annual Meeting and especially through the Joint Federal Pharmacy Seminar. In 2017, Jeff had the privilege of spending a year on APhA Staff as a Federal Fellow, reigniting his passion to serve the profession. Jeff has since been involved as a delegate in the APhA House of Delegates, serving on House Committees (Policy, Policy Review, and New Business Review), and two years service as an APhA-APPM Member-at-Large. When not serving the profession, his favorite pasttime is spending time and making memories with his wife and three children. Jeff looks forward to continuing to serve the profession he loves and inspiring others to share their passion for pharmacy with the world.

Julie Oestreich

APhA Researcher Trustee, 2026-2028

Julie Oestreich is an Associate Professor of Pharmaceutical Sciences at the University of Findlay College of Pharmacy in Ohio. With more than a decade of leadership in APhA, she chaired a key former Academy of Pharmaceutical Research and Science Section, as well as the Research and Science Community and various committees, driving research initiatives and shaping policy as an Academy Delegate. Dr. Oestreich earned her PharmD from Ohio Northern University and her PhD in Pharmaceutical Sciences from the University of Kentucky, where she also completed a postdoctoral fellowship. She previously served as Director of the Research Office at the University of Kentucky College of Pharmacy and as faculty at the University of Nebraska Medical Center. CDR Neelam “Nelly” Gazarian


CDR Nelly Gazarian, PharmD, MS serves as a Senior Advisor at the HHS Office of the Assistant Secretary for Health (OASH) in the Office of Infectious Disease and HIV/AIDS Policy. She is an active duty officer with the US Public Health Service (USPHS) Commissioned Corps and serves as a pharmacist who spearheaded development of programs aimed at establishing public health strategies to mitigate the crisis of viral hepatitis, STIs, and HIV epidemics within the rural and tribal communities across the United States. She is a pharmacist by training and is certified by the American Academy of HIV Medicine as a HIV Pharmacist. She provides steadfast leadership and support on a range of programs, policies and activities in response to the syndemic of HIV, mpox, and sexually transmitted infections.

Sean Kawa


Sean Kawa proudly serves within the position of APhA-ASP National President representing this nation’s body of student pharmacists. He is a native of Buffalo, New York and remained there to complete his pharmacy education with the University at Buffalo School of Pharmacy and Pharmaceutical Sciences. It was there that he recognized and sought to strengthen an intense interest in influencing his peers and incoming student pharmacists, taking a direct role in developing the profession and defending the value pharmacists provide. As he approaches graduation, he has developed a clear resonance with direct community involvement, mainly in care for the underserved and within the public health domain. Beyond his professional sphere, he is a passionate lover of history and it is always assured that he will be sharing facts with whoever will listen. When the blizzards arrive each winter, there’s a fair chance you can find him on our ski slopes or off reading a book; And when summer returns Sean finds any opportunity to travel or care for his garden back at home. Personally, and professionally, creating meaningful connection with others brings Sean the greatest joy and working to connect together this profession will be always be his greatest honor.

Jeffrey Neigh


Jeffrey J. Neigh, PharmD, MBA, MHA, BCPS is a highly adaptable executive pharmacy leader with more than 22 years of experience in the military guiding global pharmacy organizations and driving access to critical treatments for patients. He is regarded as a trusted leader and clinical partner with the ability to build strong relationships and quickly establish rapport with medical leaders through evidence-based,scientific communication. Jeff cultivates internal cultures built on continuous improvement,accountability, and trust to deliver significant results while enhancing the lives of patients. Jeff’s career has spanned multiple practice areas to include ambulatory care, inpatient, oncology, clinical pharmacist roles in internal medicine, critical care, emergency medicine and nephrology as well as numerous years of administration experience. Jeff’s passion for APhA began during his time as a student pharmacist, through APhA Annual Meeting and especially through the Joint Federal Pharmacy Seminar. In 2017, Jeff had the privilege of spending a year on APhA Staff as a Federal Fellow, reigniting his passion to serve the profession. Jeff has since been involved as a delegate in the APhA House of Delegates, serving on House Committees (Policy, Policy Review, and New Business Review), and two years service as an APhA-APPM Member-at-Large. When not serving the profession, his favorite pasttime is spending time and making memories with his wife and three children. Jeff looks forward to continuing to serve the profession he loves and inspiring others to share their passion for pharmacy with the world.

Julie Oestreich


Julie Oestreich is an Associate Professor of Pharmaceutical Sciences at the University of Findlay College of Pharmacy in Ohio. With more than a decade of leadership in APhA, she chaired a key former Academy of Pharmaceutical Research and Science Section, as well as the Research and Science Community and various committees, driving research initiatives and shaping policy as an Academy Delegate. Dr. Oestreich earned her PharmD from Ohio Northern University and her PhD in Pharmaceutical Sciences from the University of Kentucky, where she also completed a postdoctoral fellowship. She previously served as Director of the Research Office at the University of Kentucky College of Pharmacy and as faculty at the University of Nebraska Medical Center. Emily Prohaska, PharmD, BCACP, FAPhA is currently employed as the manager of ambulatory care pharmacy services at LMH Health in Lawrence, Kansas. In addition to overseeing a team of pharmacists, pharmacy technicians, and prior authorization support specialists, she provides direct patient care to multiple primary care clinics and the Lawrence GI consultants office. Emily is a graduate of the University of Kansas School of Pharmacy, a PGY1 pharmacy practice residency with Campbell University and a PGY2 drug information residency with the University of Kansas Health System. Her career has included positions in managed care, community pharmacy, and ambulatory care pharmacy practice. She is a past president of the Kansas Pharmacists Association (KPhA) and has extensive volunteer experience within KPhA and the American Pharmacists Association (APhA). She is a board-certified ambulatory care pharmacist and fellow of APhA. Her professional interests include clinical services development and implementation, population health, chronic disease state management, and mentoring. She has received numerous accolades but is most proud of the Distinguished Achievement Award in Service given by APhA-APPM. When she is not working or volunteering, you can usually find her exploring the community with her dog or enjoying her role as the PANK (Professional Aunt No Kids).

Tessa Schnelle, PharmD, MPH, DPLA graduated with a Bachelor’s of Science in Psychology from MidAmerica Nazarene University, completed her Doctorate of Pharmacy at the University of Kansas, followed by a Master’s of Public Health at George Washington University specializing in health policy and community-based intervention. Prior to becoming a pharmacist Dr. Schnelle had a rewarding decade-long career as a human resource professional. She is currently employed by Cardinal Health Innovative Delivery Solutions and is on assignment as the Director of Pharmacy at Cass Regional Medical Center. Previous roles held include: Lead Clinical Pharmacist at Osawatomie State Hospital and Clinical Pharmacist at The University of Kansas Health-System.
Dr. Schnelle is an advocate for equitable healthcare services in settings that innovatively address underserved patient populations and community healthcare needs. She currently works on a variety of state and local grants supporting substance use disorder and mental health initiatives. Schnelle is a dedicated mentor serving as a leader for a statewide emerging pharmacy leadership program and preceptor for students from the University of Kansas and UMKC Schools of Pharmacy. She is the creator of an innovative Rural Health Pre-Pharm to PharmD Clinical Development Program aimed at producing a highly skilled clinical rural pharmacy workforce. She currently serves her profession as the President of the Kansas Pharmacy Foundation (KPF), Taskforce Chair for Phi Lambda Sigma – Pharmacy Leadership Society and is the Chair-elect for the American Pharmacists Association New Practitioner Community (APhA). Dr. Schnelle resides in Louisburg, Kansas with her husband and three sons.

Kristen Snair is a seasoned pharmacy professional with over 27 years of experience in the field. Her current role is with Olympia Pharmaceuticals working in Licensing and Regulatory Affairs. She has dedicated a significant portion of her career to advancing pharmacy practices and has served two consecutive five-year terms as a Board Member on the Arizona Board of Pharmacy. In addition to her Board service, Kristen is actively involved with the Arizona Pharmacy Association, American Pharmacist Association, PTCB, and NABP. She contributes as a speaker, podcast host, participates in the legislative, stakeholder, education committees, Leader of Pharmacy Technician Community, and serves as a mentor to upcoming professionals in the field. She holds a Master of Science in Jurisprudence with a focus on Pharmaceutical and Medical Device Law from Seton Hall Law School.

Scott Tomerlin, PharmD is a Florida-licensed pharmacist. Scott's career in pharmacy began as a Pharmacy Technician at age 16. He has held various roles within Walgreens including Pharmacy Technician, Pharmacy Intern, Staff Pharmacist, Pharmacy Manager and currently serves as a Manager of Pharmacy Affairs for Walgreens, supporting 17 states, including the US Virgin Islands and Puerto Rico. Born and raised in Louisville, KY, Scott is a proud graduate of the Mercer University College of Pharmacy in Atlanta. There, he met his future wife, Teresa, during their first semester of pharmacy school. Teresa currently serves as the pharmacy director for L3 Harris Family Pharmacy in Melbourne, Florida. He and his wife have 3 children: John, Nathan, and Isabella. Scott has served in numerous state and national leadership roles within the profession of pharmacy, including service on the APhA Policy Reference Committee and PAC Board of Governors, as well as Past President of the Florida Pharmacy Association and Past President of the Brevard County Pharmacy Association. He is the recipient of the Distinguished Young Pharmacist of the Year Award by the Florida Pharmacy Association and the Mercer University College of Pharmacy Young Alumni of the Year award. Scott is an Eagle Scout and proudly gives back to the community through his involvement in the American Cancer Society and his son's Boy Scout troop and daughter's Girl Scout troop.

In this role, she provided leadership and coordination of more than 1,300 PHS pharmacy officers in 13 agencies with the Office of the Surgeon General and the Department of Health & Human Services. Of her 29-year federal career, Schweitzer held leadership roles at the Centers for Medicare and Medicaid Services, the Indian Health Service, and the Veterans Health Administration. She is known for advancing clinical programs, leading large-scale initiatives and transforming health systems to better serve communities.
A long-time advocate for pharmacy’s role in public health, Schweitzer continues to mentor future leaders and champion initiatives in rural health, emergency preparedness, interoperability, and innovative payment and delivery models.
Schweitzer earned her Doctor of Pharmacy from the University of California San Francisco and completed an Ambulatory Care/Administrative Residency at University of California, Irvine Medical Center.
She currently serves on multiple boards and committees including APhA Government Affairs Committee, NCPA Innovation Center Board, Access to Medicines and Pharmacies Advisory and Advocacy Committee (AMPAC), University of California, San Francisco, School of Pharmacy Dean's Leadership Council (chair).
